Special Session 9: Intelligent Integrated Sensing, Communication, Computation, and Control (ISC^3) for Low-Altitude Economy
This session is dedicated to pursuing the advancement of integrated sensing, communication, computation, and control (ISC^3) for emerging low-altitude economy. It aims to bridge the gap between isolated domain designs by establishing a unified framework where sensing, communication, computing, and control functionalities are synergistically optimized. Focusing on the unique constraints of low-altitude platforms (e.g., UAVs, UAM)—such as strict size-weight-power (SWaP) limits, high mobility, and safety-critical latency requirement. This session explores intelligent methodologies like joint waveform design, semantic communication, and edge-AI-driven control loops. We invite contributions addressing the "System of Systems" challenge, including but not limited to: perception-aware resource allocation, integrated sensing and communication (ISAC) for navigation, and real-time collaborative computation offloading. Ultimately, this session seeks to define the architectural foundation for scalable, reliable, and autonomous low-altitude operations.

Assoc. Prof. Ruoguang Li, Hohai University, China
Ruoguang Li received the Ph.D. degree from the School of Electrical Engineering, Beijing University of Posts and Telecommunications, in 2020. From 2017 to 2019, he was a visiting Ph.D. student with the Department of Electrical and Computer Engineering, University of Houston, TX, USA. From 2021 to 2024, he was a Postdoctoral Fellow with the National Mobile Communications Research Laboratory, Southeast University, Nanjing, China. He is currently an Associate Professor with the College of Information Science and Engineering, Hohai University, Changzhou, China. His current research interests include integrated sensing and communication, channel knowledge map, and low-altitude networking. He obtained the Best Paper Award of WCSP 2022. SHe served as the TPC for IEEE GLOBECOM 2025/2024/2023,IEEE VTC 2025/2024, IEEE/CIC ICCC 2025, etc.

Assoc. Prof. Ziye Jia, Nanjing University of Aeronautics and Astronautics, Nanjing, China
Ziye Jia received the B.E., M.S., and Ph.D. degrees in communication and information systems from Xidian University, Xi’an, China, in 2012, 2015, and 2021, respectively. From 2018 to 2020, she was a Visiting Ph.D. Student with the Department of Electrical and Computer Engineering, University of Houston. She is currently an Associate Professor with the Key Laboratory of Dynamic Cognitive System of Electromagnetic Spectrum Space, Ministry of Industry and Information Technology, Nanjing University of Aeronautics and Astronautics, Nanjing, China. Her current research interests include space-air-ground networks, aerial access networks, UAV networking, resource optimization and machine learning. She has published more than 70 scientific articles in leading journals and international conferences. She obtained the Best Paper Award of FCN 2025. She is currently an Associate Editor of the IEEE Internet of Things Journal. She served as the TPC for IEEE GLOBECOM 2025/2024/2023,IEEE WCNC 2025/2024, IEEE WCSP 2025, etc.

Dr. Xinrui Li, Hohai University China
Xinrui Li received the B.S. degree in electronic and information engineering from Nantong University, China, in 2018, the M.S. degree in information and communication engineering from Nantong University, China, in 2021, and the Ph.D. degree in the National Mobile Communications Research Laboratory from Southeast University, China, in 2025. He is currently a lecturer at the School of Information Science and Engineering, Hohai University, China. His research interests include ISAC, XL-MIMO and UAV communications.
